One of the important pieces of information here is the country code I only use password authentication for SSH Make sure you SAVE the screens as you are going and click YES To apply the customizations Be careful which tutorial you use Bookworm broke a lot of those with the changes to network setup. You shouldn't have to do anything manually after the fact.
Some thoughts on ensuring you have the correct IP for your ZERO.

- You may be able to ping it with hostname.local. That's how I access all my RPI's
- Have you tried just using SSH instead of PUTTY. I don't have PUTTY so can't comment on it.
- Have you viewed the DHCP client list of router to confirm the address? I would say keep if off your guest for now
- Do you have any restrictions imposed on your router such as only specific MAC addresses
