I also see that NOOBS needs SETTINGS partition to be EXTENDED, otherwise it's not able to find it (progress says something like "waiting for Settings partition").
Not quite. The Settings partition is partition#5, which means it is a LOGICAL partition (formatted as ext4) WITHIN the extended partition.
NOOBS/PINN don't show installed OSes as installed (icon with a flash drive), but show Ethernet connectors for 2 out of 4 OSes, which means NOOBS/PINN is not able to read/identify proper installation. :o
Not quite. The icon shows you where the SOURCE of the latest installation files are: on the internet, USB or SD card. I'm not sure, but if you have an installed OS that is no longer available (or has changed name, like raspbian -> raspios) then it may just show the SD card instead as it can't find the installation.

Did you get a chance to try the alternative procedure above? The results may help guide future debugging.
