For anyone having the same issue- (for reference I was using Bookworm OS)
Apparently, VLC does not like to work at start up. I'm not saying it can't be done, but I tried every possible way I could find, and it would not work. I've also gathered from other things I've read it has been a problem for others. So I tried using MPG123 to play the mp3. However mpg123 will only run at the user level, and from what I found, every startup method requires it to run at the root level. So mpg123 did not work. I ended up having to rollback to Buster OS to make this work. Buster has omxplayer built in. And omxplayer has none of the above issues. So to play mp3s on startup I used Buster OS and the omxplayer. I hope this helps someone else!
