My Rasberry Pi 4B with nothing connected except for power shows solid green and red light. And it boots fine from SD card or USB stick. Not blinking 4 times means nothing.
You could try to find a HDMI Monitor, that you can at least temporarily connect without an adapter to your Raspbery Pi, to see what is going on.
You can try to figure out whether the root (2nd) partition was expanded to the full SD card size after booting from a SD card with a new Raspberry Pi OS image. If it was, then the bootloader worked.
