Compute Module • Re: Making Eth gadget using Slave Port on RPi 4 CMIO

This is largely a guess but are the working Pi running RPiOS Bullseye (or earlier) and is the non-working one running RPiOS Bookworm?

Network Manager (the default on RPiOS Bookworm) doesn't handle network links that rely on zeroconf/bonjour at all well and produces the symptoms you posted.
