This is written in the draft of the Raspberry Pi 5 specification:
The controllers do not support:
- Battery Charging (ACA) functionality
- xHCI Debug Port Capability
- PHY VBUS sensing
- Device-mode operation.
If I understand it correctly (and if this hasn't changed recently), the Raspberry Pi 5 USB port(s) do not support the mode in which they act as the device (to the host computer). Thus, USB Gadget mode for MIDI is not possible with the RPi5.

Nope.
You don't understand correctly. The USB A ports cannot do device mode but the USB C port can though only at USB2. Adding a "USB HAT" is unlikely to help. I've yet to see one that is anything more than a USB hub in a HAT form factor.
