You may have a RF noise issue. Try attaching the USB RF dongle via a short USB extension cable and arrange the cable so that the dongle is at least 6" from the Pi.
The quality of the dongle may also be a contributing factor. Name brand ones (Logitech, Microsoft) seem to have less noise issues than the very inexpensive wireless peripherals.
I use mostly Logitech MXMaster mice (which have the fancy Logi Bolt dongle), which uses Bluetooth rather than a proprietary 2.4 GHz protocol. However, even the basic Unifying dongles seem to be issue free.
