Sounds to me like OP's system is encountering a boot-time error and dropping into the emergency console for him to fix, but they can't do anything because ISTR that this code wants to verify the root account and the root account doesn't have a password, hence locked.
The only way to fix this that I can suggest is to mount the disk and correct whatever is broken on the non-booting disk. Of course, suggesting what to fix requires more details on what is actually failing, and since there are no details on that, no suggestions, other than most likely suspect is a broken /etc/fstab.
