I don't believe what you are asking for is compatible with the security system on the RP2350, which in turn is a requirement of the forthcoming CRA.
I believe it would be.
Anything with OTP I suspect would be open to bricking on one form or another. And without OTP you cannot have the security required.
Simply not allowing OTP changes beyond what is done on the production lines should be possible to implement. As soon as it's allowed all other aspects of the RP235X security features are then activated.

This doesn't compromise RP235X security in any way. IMO only enhances it, protects owners of RP235X from unwanted changes, getting their chips bricked.
So, no, I suspect not possible "off the production line"
I believe it's possible and I am still open to receiving a brown envelope to reveal all.
