I believe it would be.I don't believe what you are asking for is compatible with the security system on the RP2350, which in turn is a requirement of the forthcoming CRA.
Simply not allowing OTP changes beyond what is done on the production lines should be possible to implement. As soon as it's allowed all other aspects of the RP235X security features are then activated.Anything with OTP I suspect would be open to bricking on one form or another. And without OTP you cannot have the security required.
This doesn't compromise RP235X security in any way. IMO only enhances it, protects owners of RP235X from unwanted changes, getting their chips bricked.
