The best approximation of recovery mode is a second microSD card and a USB SD/microSD card adapter. Burn a clean install of your OS of choice on the second card and boot off that. Raspios Lite would give you a minimalist install, if you want that, or you could look at Ubuntu Core, but you might want to use a standard Ubuntu 24.04 install so that you can directly compare the old and new cards to find the problem. Use the USB card adapter to mount the original card and make whatever fixes you need in bootfs and rootfs. N.B. Older Raspios mounts bootfs at /boot, but 12/Bookworm mounts it at /boot/firmware.
