Since the binary executable might depend on external libraries, shouldn't the date reflect the most recent updated library the code was built against rather than the date of the change log?The 2018 timestamp comes from the top entry of the debian/changelog file in the source package (link), as would normally happen in a non-binNMU.
Debian's 2020 timestamps come from the architecture-specific changelogs, which the binNMU packages install as /usr/share/doc/librtmp1/changelog.Debian.*.gz.
