What are you using as a receiver? WWVB's frequency is right where a bunch of harmonics for LCD backlights kick in, so it's easy to pick up accidental noise instead of signal.

Universal Solder's EverSet ES100 WWVB BPSK Atomic Clock Starter Kit is supposed to be decent hardware for picking up WWVB.
So I’m actually using Universal Solder’s atomic clock receiver on the Pi, and I built a small transmitter on Pi zero W. It sets my wall clock just fine, so I’m pretty the signal is clean - I also used piscope to confirm that the signal on the Pi 4 is correct.

But the more I get into this, I’m thinking the EverSet module may be the way to go being that it uses the newer phase modulated system and has better signal.
